            <title>Parking charges are hot topic in Northumberland</title>
            <description><![CDATA[<p><span class="mt-enclosure mt-enclosure-image" style="display: inline;"><img alt="Paying to park in Alnwick" src="http://alnwick.journallive.co.uk/news/payanddisplay.jpg" width="200" height="170" class="mt-image-right" style="float: right; margin: 0 0 20px 20px;" /></span>Parking fees levied on drivers visiting Northumberland towns has emerged as the hottest topic in the initial stages of a major review aimed at developing a county-wide parking strategy.</p>

<p>A progress report on the review reveals hundreds of people have made their views known on whether parking fees should be imposed across the whole county - rather than just in selected towns.</p>

<p>More than 560 people have signed three separate petitions calling for an equal policy across the board, with charges being made in all principal towns.</p>]]></description>

            <title>Council will not have to make &apos;horrendous&apos; cuts</title>
            <description><![CDATA[<p>Northumberland County Council will not have to make a further £11m in "horrendous" budget cuts, the Government has said.</p>

<p>It was feared that around £30m worth of savings would be required to balance next year's budget but the Department for Communities and Local Government (DCLG) has allowed councillors to pay for some costs from the capital budget.</p>

<p>The authority had submitted four bids for capitalisation in respect of potential losses on Icelandic investments of £9.1m, for £6m in strain on the pension fund, £2.8m for enhanced redundancy and £1.4m for statutory redundancy.</p>]]></description>

            <title>Tourist information centre plans dropped as council waits for Government cuts decision</title>
            <description><![CDATA[<p>Beleaguered council bosses in Northumberland have been left anxiously waiting for a key Government decision on whether they will have to find a further £11m in "horrendous" budget cuts.</p>

<p>County council leaders expected to be told yesterday whether ministers will allow them to use a financial loophole to avoid having to make almost £30m in savings this year.</p>

<p>But last night - as the authority revealed it has dropped plans to close a number of tourist information centres in Northumberland - there had still been no decision from the Department for Communities and Local Government (DCLG).</p>]]></description>

            <title>Council may become mortgage provider</title>
            <description><![CDATA[<p>A council facing serious financial problems is considering providing mortgages for people struggling to get a home loan because of the credit crunch.</p>

<p>Cash-strapped Northumberland County Council - which is having to make budget cuts of up to £50m over two years - is thinking of using its capital resources to help would-be home buyers who are being frustrated by the continued squeeze on lending. </p>

<p>A report is being prepared for the Liberal Democrat executive in March on the possibility of the authority giving mortgages "in certain circumstances" to applicants unable to secure a loan from commercial lenders.</p>]]></description>

            <title>West Ancroft protesters claim E.ON turbine markers were misleading</title>
            <description><![CDATA[<p>A renewable energy giant has been accused of misleading councillors who will decide the fate of its proposed Northumberland wind farm.</p>

<p>E.ON Climate and Renewables UK has a planning application lodged with Northumberland County Council for eight 115-metre turbines at West Ancroft, near Berwick.</p>

<p>Last month, the council's planning and environment committee held a site visit ahead of determining the proposal where E.ON was asked to put down markers to indicate the location of the engines.</p>]]></description>

            <title>Barmoor wind farm protesters claim council did not do enough</title>
            <description><![CDATA[<p>Campaigners who failed in their battle to stop a Northumberland wind farm bid have accused a council of making it easier for the scheme to be approved.</p>

<p>As reported in yesterday's Journal, developer Catamount Energy has been given the go-ahead to put up six turbines 110 metres high at Barmoor near Berwick, although proposals at nearby Moorsyde and Toft Hill have been thrown out.</p>

            <title>New council budget cuts proposed</title>
            <description><![CDATA[<p>A new £18.4m package of budget cuts is being proposed by council leaders in Northumberland, as they await a crucial Government decision which could potentially leave them having to save a further £10m.</p>

<p>The Liberal Democrat administration at County Hall has drawn up the revised savings for 2010/11 after carrying out public consultations on initial £16m proposals published in November.</p>

            <description><![CDATA[<p>A row has erupted in Northumberland over the action being taken to tackle the plague of potholes which is facing drivers following the recent big freeze.</p>

<p>Political opponents on the county council have clashed over a demand for a better system of repairs and maintenance - amid claims that 'small craters' have appeared on some roads which are both dangerous and potentially damaging.</p>

<p>Conservative councillors are calling on the Liberal Democrat administration to urgently bring in an improved system for looking after roads, pavements and bridges - and have condemned what they say is the current 'muddle through' approach.</p>]]></description>

            <description><![CDATA[<p>Rescue crews in Northumberland will be on standby for flooding this weekend amid gloomy forecasts.</p>

<p>Snow has not fully thawed in all parts of the county following last week's downfall and some areas were hit again on Wednesday night.</p>

<p>A spokeswoman said: "There has inevitably been disruption to the bin collection service in Northumberland due to the recent winter weather conditions - particularly in the more rural areas of the county.</p>

<p>"The council is asking residents to refer to the normal collection timetable for their area, and place the correct coloured bin out on the next scheduled collection day. Where a bin has been missed the council will collect additional bags of waste on the next visit.</p>]]></description>

            <title>No pay freeze at Northumberland County Council</title>
            <description><![CDATA[<p>A threat of industrial action by Northumberland council workers has been averted after controversial plans to impose a pay freeze on hundreds of employees were dropped.</p>

<p>More than 1,600 county council workers faced the prospect of not having their wages increased this year to help the unitary authority save more than £1m.</p>

<p>The proposed freeze on pay increments - which sparked the threat of a ballot and possible industrial action by public sector unions - would have affected many low-paid employees such as refuse collectors, road workers and kitchen staff.</p>]]></description>

            <title>Residents frustrated at bin and post backlogs</title>
            <description><![CDATA[<p>Frustrated residents have been left with no mail and piles of post-Christmas rubbish as posties and binmen give snowy roads the cold shoulder.</p>

<p>Since December, villages and estates have been badly affected by the freezing weather, which has seen much of the North East blanketed by snow.</p>

<p>But as the ice thaws and roads clear many residents are turning their attention away from the weather and wondering why they're still being left out in the cold by the postal service and refuse collectors.</p>]]></description>

            <description><![CDATA[<p>The future of four Northumberland theatres will be discussed tonight as the County Council seeks to slice £30m from its budget.</p>

<p>A council consultation report proposes a cut of 7.5% in funding for the Queen's Hall Arts Centre, Hexham, Alnwick Playhouse, The Maltings, Berwick (pictured), and the Phoenix Theatre, Blyth.</p>

            <title>Tories unveil alternative council budget cuts</title>
            <description><![CDATA[<p>Tories in Northumberland yesterday unveiled an alternative budget, vowing to save £18.5m.</p>

<p>The Conservative group, the main opposition at the county council, tabled a shadow budget for 2010/11 in response to the Liberal Democrat administration's recently released set of savings proposals which envisages cuts of £15.7m.</p>

<p>The Tories announced they would reduce bureaucracy and radically reform County Hall. By doing so they hope to make savings of at least £9m, compared to the Lib Dems' £3m.</p>]]></description>
